Security leaders are well acquainted with Shadow IT; the unsanctioned apps, services, and even devices employees adopt to bypass bureaucracy and accelerate productivity.
Think rogue cloud storage, messaging platforms, or unapproved SaaS tools. These all often slip past governance until they trigger a breach, compliance issue, or operational failure.
Now, a more complex threat is emerging - Shadow AI.
Employees are already using AI tools to automate tasks, generate code, analyze data, and make decisions, often without oversight. However, unlike Shadow IT, Shadow AI is potentially riskier, as it doesn’t just move data around.
AI transforms the data, exposes it, and learns from it. Most organizations have no visibility into how, where, or why it’s being used.

Teams may copy generated snippets straight into production without code review or threat modelling. Unvetted extensions, plugins, and scripts can introduce malware or exfiltrate data. - Overly permissive AI agents: Internal agents granted broad read access to file shares, wikis, tickets, and inboxes can become mass data exposure engines. A single misrouted query, prompt chain, or integration bug can surface confidential records to the wrong audience in seconds.
- Biased decisions and discrimination risk: Quiet use of AI in hiring, performance reviews, credit decisions, or customer screening can embed bias and produce disparate impacts. Without transparency, documentation, and review, organizations face complaints, regulatory action, and loss of trust.
- Operational disruption and fragility: Shadow AI workflows are brittle. A provider policy change, outage, rate limit, or model update can stall teams and break processes that no one officially approved or documented. Incident response is slower because logs, accounts, and data flows are not centrally managed.
