You can copy c:\WINDOWS\system32\ntprint.exe to a folder of your liking f.ex. c:\test, and then launch it with command line arguments like this:

ntprint.exe PSetupElevatedLegacyPrintDriverInstallW {}

This will load c:\test\ntprint.dll:
